On this never-ending quest to make something creative you have to start somewhere. Writing out plot points first is one way to solidify your plan and make sure that you include all of your story ideas the first time through. Jumping right into the prose is another way to get every lilting sentence and clever turn of phrasing down before they escape the hold of your imagination for good. Doing something between these two is a third approach. Which is best for you?
